Press Release on Disinformation Campaign Regarding the Role of the OAS in the Bolivian Elections

On April 8, 2019, the Plurinational Electoral Authority asked the General Secretariat of the Organization to deploy an election observation mission (EOM) to monitor the general elections of October 20. In response to that request, a team of 92 experts and observers of 24 different nationalities was sent to observe the process.

After the elections, on October 22, 2019, the Government of the Plurinational State of Bolivia sent a communication to the OAS General Secretariat inviting the Organization to conduct an audit of the official vote count. The General Secretariat accepted the invitation and indicated that the OAS would conduct an electoral integrity analysis that would include verification of tallies, statistical aspects, verification of tally sheet, and chain of custody.

On October 30, the OAS General Secretariat and the Government of the Plurinational State of Bolivia signed the agreements related to the audit, which established that -after concluding its analysis- the team of experts would submit a report to the General Secretariat, which would send it to the Government of Bolivia. Furthermore, in order to ensure maximum seriousness and rigor, the parties agreed that the conclusions of the analysis would be binding.

Based on the work done by the experts, on November 10, the preliminary findings of the audit were released. As mentioned, the OAS experts detected fraudulent manipulation of the elections on two levels. Firstly, the tally sheets, through their alteration or forging of the signatures of polling station officers. Second, in the processing of results, based on the redirection of the data flow to two secret servers not controlled by TSE staff, making it possible to manipulate data and replace tally sheets.

In addition, there were serious irregularities, such as a lack of protection for tally sheets and the loss of sensitive material. Recognizing the strength of the OAS report that he himself had requested and accepting the recommendations, on November 10, then-president Morales announced that he would annul the disputed elections and call for a new electoral process.

After former president Evo Morales stepped down from power, the various political forces, including the former president’s party, agreed to call for new elections and to appoint new members to the TSE. Currently, the country is moving towards a new, more equitable and more pluralistic electoral process, with the participation of all forces. At the request of the Electoral Authority, the OAS is implementing an electoral cooperation project and will also deploy a mission to observe the coming elections.

It is pathetic and unprofessional in the extreme for anyone to call for the acceptance of the result of an election that former-president Evo Morales himself took the initiative to annul. It is obvious that whoever is doing this is taking interference in Bolivia’s domestic affairs to unprecedented levels. Former president Morales agreed to annul the election; the current president, MAS, the opposition in all its manifestations and forms, as well as all those who make up the interim government, the Congress, the Senate, the Electoral Authority, and the Supreme Court of Justice all agree that there should be a new election.

At the same time, though less significant, an article/editorial in the NYT has also to some extent ventured down the road of denying that fraud occurred in the October 2019 elections in Bolivia. Once again, the intention of this press release is not to enter in a political discussion with the NYT team, but it is necessary to put this disinformation campaign in context. The NYT has a well-documented controversial history with truth in relation to dictatorships and totalitarianism. For example, in 1931 the NYT correspondent in the Soviet Union, Walter Duranty, failed to identify and report the starvation of millions of Ukrainians caused by Stalin’s totalitarian regime. The NYT correspondent’s representations were ultimately more a defense of Stalin than of the truth. It could be argued that it was “another” NYT, even so, the Pulitzer Prize that Duranty won for this work on the Soviet Union has not been revoked by the Pulitzer Board nor rejected by the “current” NYT.

For some unacceptable and incomprehensible reason, the NYT also failed to report on its front pages the evidence of the genocide in the Holocaust and the Nazi concentration camps in the latter years of World War II. The NYT’s publishing criteria are guided not by truthfulness and objectivity, but by political convenience. In this Hemisphere, in 1957, its correspondent Herbert Matthews was instrumental in building a pro-Castro narrative that Fidel Castro himself mocked and benefited from in his process of totalitarian destruction. None of this has been reviewed by the current NYT. Today, it intends to deny the Bolivian People the possibility of electing a new president that is not Evo Morales in a new election.

Obviously, we recognize the NYT’s right to lie, distort, and twist information, data, and facts, and to mix truth and lies as often as it wishes; recognizing that those rights are inalienable and essential to the exercise of freedom of the press and free speech, and we will certainly do whatever is necessary at all times to ensure the exercise of those rights. For the General Secretariat’s part, we will exercise with prudence our only right, which is to tell the truth and present the facts as they are.

This account shows that, at all times, the General Secretariat has acted bilaterally with the Bolivian authorities in office, regardless of ideology or political party. Each and every one of the Organization’s reports has been issued at the request of the national authorities. The General Secretariat has paid high political costs on many sides of the spectrum, and there will never be problems in that regard.

Unfortunately, the same cannot be said of other political organizations, which seek from abroad to influence and condition Bolivia’s domestic affairs, despite the fact that the authorities and the various national political forces have reached an agreement on holding new elections.

It should also be recalled that the Bolivian ambassador to the OAS has himself asked other countries and international organizations to refrain from interfering in the domestic affairs of the country at a time when its citizens are focused on the upcoming elections.

It is important to note that the reports of the EOM/OAS and the audit team, respectively, have been presented to the Permanent Council and published on the Organization’s website. They include a detailed description of the countless irregularities and manipulations detected in the analysis of the October 20 elections. The evidence collected leaves no room for doubt about the electoral fraud perpetrated. We invite anyone interested to consult the reports to avoid the confusion generated by biased studies.
